Jump to the last ice platform and from there to the rock entrance. Drop into the hole. Turn right (you can't go left yet, the wind is too strong) and slide down the ice slide straight ahead of you. Equip your Boomerang and defend against bats. You'll get to another ice slide (below, left).
Carefully slide down and follow the curve to arrive on sold ground. Don't get knocked off by the bats and keep an eye on your timer. There's a treasure chest just a few feet away, so make for it as soon as you're done sliding. Inside the chest, you will find the Iron Boots.
These Boots can be used for a variety of things (such as added traction when walking on ice), but their main purpose is to keep you from being blow away by strong winds. With that in mid, equip the Boots and walk into the windy tunnel. Drop into the hole.
You will find yourself in a room lined with ice blocks. There are frozen fiends in most of them. Using your Fire Arrows, thaw them one by one and defeat the creatures inside. Defeat all of them to make a treasure chest with an Orange Rupee (100) appear. Step into the light to exit
Once you're outside, move to the outer east side of the island to find a treasure chest frozen in a block of ice. Use your Fire Arrows to get to the contents inside: Treasure Chart #36.
Sunken Treasure: Use Treasure Chart #17 (which you can win in the Windfall Battlesquid game) to find a hidden Silver Rupee worth 200.
