Connecticut’s 4th congressional district, Himes was born on July 5, 1966 in Lima, Peru. He is the son of James R. Himes, who served as director of the UNICEF Innocenti Center. While his mother Judith A. Himes worked as director of board activities for the New Jersey Board of Higher Education in Trenton. His parents divorced when he was a child and he later moved to Pennington, New Jersey with his mother and two sisters.
Regarding his education, he completed his basic education from Hopewell Valley Central High School. He subsequently attended Harvard University as a Bachelor of Arts in 1988. During that time, he became the captain of the lightweight team. He subsequently studied for a BA in Latin American Studies as a Rhodes Scholar at St Edmund Hall, Oxford, graduating with a Master of Philosophy in 1990.
